Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.Promotional Minimum Qualifications:You must be a qualified employee of New York State and have 1-year of permanent competitive or55-b/55-c service as a Business Systems Analyst 1.Non-Competitive Minimum Qualifications: A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: Eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC);and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Substitutions: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS: Eligible for transfer under Civil Service Law OR Reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.

Duties Description The Business Tax Bureau (BTB) is comprised of four tax programs, Corporation Tax, Sales Tax, Payroll Tax, and Miscellaneous Tax. Within each of our taxes we have program development units and operations units. Under the direction of a unit manager, the incumbent will assist in the management of the daily activities of a Program Development unit within the Business Tax Bureau. The Program Development team’s function is to monitor, develop, test, and implement changes to tax processing and payment systems. More specifically, they will be responsible for the following essential functions: • Review, analyze, and interpret legislation and other documentation.• Facilitate group discussions and elicit business requirements.• Act as a liaison between business stakeholders, program development, testing staff, IT staff, and internal and external customers.• Create, validate, and maintain process documentation, business rules, and additional specifications (including flow charts, process models and technical specifications).• Review processes for performance issues, downtime and inefficiencies. • Analyze root cause, propose changes, solicit input and prioritize goals to identify and implement improvement opportunities and enhancements. • Retrieve and use information from various departmental systems and software to enter data, gather information, produce reports, access files and databases.• Analyze data and develop written reports for management.• Monitor and report project progress and status.• Assist in the developing and monitoring test plans. Evaluate test results for consistency with business and system requirements.• Supervise the development and documentation of the test plan strategy for changes being made to the tax processing and payment systems you are responsible for• Manage the day-to-day execution of the test plan to ensure adherence to the schedule, and to ensure that defects are appropriately reported and subsequently addressed.• Identify, document, evaluate and escalate issues and risks in a timely manner to management, including potential options for solution/resolution.• Review and give guidance to staff regarding the more technical, complex issues associated with the workload of the unit.• Make recommendations to management for process improvements.• Ensure stakeholders are aware of policy and procedural modifications associated with process changes.• Identify training needs and work with operational groups to plan, develop, coordinate, and deliver training.• Evaluate solution design and performance against business goals and objectives.• Review and disseminate changes in Department, Division or Bureau policy or procedures to subordinate staff.• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.• Manage a team or multiple teams of staff. Prepare performance evaluations and assist in counseling and disciplinary actions as necessary.• Adhere to the Department’s time and attendance rules and regulations.• Comply with Office of Human Resource Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies and procedures.
