Duties Description • Perform system research and information gathering activities.• Review and document current “as-is” state of the business process or function, including creating flow charts and process models.• Document future state business processes or functions, including creating flow charts and process models.• Identify and document business process changes or enhancements required by procedural changes or by changes to laws and statutes.• Document, communicate and validate requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.• Develop plans for requirements and system design sessions, ensure that agency needs are appropriately documented, and proposed solutions are adequately vetted with all stakeholders before implementation.• Write business system documentation. • Validate requirements throughout the business analysis process.• Develop business process flows, fit-gap analyses, or functional designs) solutions to improve the efficiency and effectiveness of the business processes.• Communicate business process and system requirements to system developers (ITS or SI vendors) and program staff.• Develop test scenarios, scripts, and data; review test results; and assess the implementation of appropriate solutions to ensure they perform to the required specifications and achieve the design capabilities. • Review and analyze business process deficiencies requiring resolution during or after implementation.• Evaluate information gathered from multiple sources, reconcile conflicts, breakout into details and summarize into general information.• Assist agency business owners resolve issues on requests for new reports, changes to data displays, and general functional tasks.• Document requests for system changes and assistance through a triage/governance process.• Document recurring issues to provide end-users and internal Help Desk with FAQs to assist users and minimize support requirements. • Identify and recommend updates/upgrades to current technologies, including training and user acceptance. • Assist stakeholders in creating business practices that enhance the user experience. • Create Requirements Traceability Matices as required for projects.Preferred Qualifications:• Entry Certificate in Business Analysis (ECBA), Certification of Competency in Business Analysis (CCBA), or Certified Business Analysis Professional (CBAP) certification preferred.Notes: *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required experience: A bachelor’s degree and three years of business analysis* experience in a largescale automated system such as a customized Oracle People Soft application, where your primary duty was performing three of the five following activities: • Use business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).• Use business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).• Describe in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).• Validate requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.• Verify requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Substitutions: Bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification* AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above OR Possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**Examples of non-qualifying experience include but ARE NOT limited to:• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.• Responsibility limited to forms design and changes to forms.• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.• Development of instructional materials and classroom training.• Help desk duties including troubleshooting, resolving user issues, and providing customer service.OR Non-Competitive Promotion (NCP) Qualifications: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. Candidates interested in an NCP must meet the following qualifications: Current NYS Office of General Services employee with one year or more of qualifying permanent service as a Business Systems Analyst 1 and must not have failed the last holding of the promotion examination for the title listed above.Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under 70.1 or 52.6 of the Civil Service Law.
