Minimum Qualifications Minimum Qualifications:• Reachable on current Civil Service eligible list for this title; OR• One year of permanent, competitive class service in a title eligible for transfer* under Section 70.1 of the Civil Service Law. Titles eligible for transfer include but are not limited to: Business Services Center Representative 1, Call Center Representative 1, Employee Insurance Examiner 1, Licensing Services Clerk, Motor Vehicle Representative, Office Assistant 2 (including all parenthetics), Payroll Assistant, Youth Communications Aide.; OR• Two years of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration (Please note- if qualifying under this bullet, the selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation). • An associates degree in office administration, secretarial science, administrative assistance, paralegal, business technology, or office technology.*To transfer to the journey level title, additional requirements, such as successful completion of a typing test and/or successful completion of CSEA coursework may be required.Please be advised that the New York State Insurance Fund does not offer sponsorship for employment visas to employees or potential employees. Duties Description Responsibilities include, but are not limited to:• Ensure the efficient operation of the Division of Confidential Investigations (DCI) office by performing a wide range of administrative tasks related to correspondence, files, and calendar management. • Maintain efficient flow of daily DCI activities including, coordinate schedules of DCI staff and outside contacts, resolve day-to day operational problems, respond to phone calls, work on various need-based projects, field questions, gather information and compile reports, and act as liaison between and among DCI staff, NYSIF employees and/or public. • Answer the DCI Fraud Hotline at least once a week, interacting with the public who are reporting suspected fraud.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
