MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or universityandone (1) year of experience in apiculture, environmental protection, regulation, or health; one of the physical or natural sciences; or engineering;or

Two (2) years of experience as an Environmental Specialist I or higher with the State of Florida;or

Two and a half (2.5) years of experience as described above.

Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

Public Applicator’s License.

Must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter.

Will be subject to the requirements of the proper use of appropriate respirator and/or self-contained breathing apparatus (SCBA) and must pass post-employment physical examinations to determine medical fitness for respirator and/or SCBA use.

This position has regulatory responsibilities and is subject to the provisions of s. 112.313, Florida Statutes, and Section 60L-36.003, Florida Administrative Code.

Occasional travel, including overnight and sometimes up to two weeks at a time on an emergency program, required.

JOB DUTIES:

GENERAL STATEMENT: This is a professional consulting and supervisory position responsible for directing greenhouse operations at the La Crosse Citrus Repository facility, which operates to protect the citrus industry through plant pest exclusion, detection, identification, pest control and therapy of incoming citrus varieties of international and domestic out of state origins. The position supervises staff and oversees citrus production, infrastructure, equipment maintenance and repair, and works with other bureau and division staff to help safeguard plant industries within the state.

Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Directs all greenhouse operations at the La Crosse Citrus Repository facility. Plans, schedules, supervises, and provides training in nursery production and cultural care for each assigned position including irrigation, grafting, seeding, weeding, pruning, fertilizing, and pesticide application. Recruits and assists in the selection of personnel to fill vacancies.

Supervises the inspection of new parent tree candidates for the presence or absence of diseases of regulatory or cultural significance. Oversees collection and submission of plant or leaf specimens to diagnostic experts to ensure the absence of disease of citrus.

Oversees collection of soil or arthropod specimens for identification of soil borne pathogens or pests, and/or submits specimens to experts for identification. Ensures trees are inspected to detect deficiencies related to cultural practices, nutrition, water, or temperature.

Implements correct solutions timely to resolve the deficiencies.

Supervises routine maintenance and repairs to greenhouse and related motorized equipment including cooling systems, irrigation systems, fans, heaters, vents, pumps, sprayers, mowers, etc. Ensures all such equipment clean, repaired, regularly maintained, and kept in operating condition.

Maintains electronic database records for trees in the greenhouses. Inputs, verifies, and reconciles electronic data with visual inspection of each source tree. Ensures data is up-to-date, and reflects true-to-type, harvesting records, location, and all relevant inspection data for each source tree.

Participates in weekend and holiday watering of greenhouse plants and seasonal cold protection measures after regular working hours.

Participates actively and regularly in emergency eradication programs resulting from exotic plant pest detections by exercising available control options in an effort to control or eliminate pests which may adversely affect the health and well-being of Florida’s natural areas or agricultural crops. Assists in supervising and training on control measures.

Performs other related duties as required by supervisor.

  • Knowledge of citrus pests and diseases of regulatory and cultural significance.

  • Knowledge of general greenhouse and nursery procedures and practices.

  • Knowledge of plant health with emphasis on citrus.

  • Knowledge of personal computer operations.

  • Knowledge of labeling laws and best management practices in the use of pesticides, fertilizer, and nutritional supplements.

  • Skill in the use of greenhouse/farm equipment.

  • Ability to detect plant pests.

  • Ability to motivate, train, and supervise employees.

  • Ability to organize, prioritize, and delegate work.

  • Ability to pay attention to details and note discrepancies.

  • Ability to compile, organize and analyze data and make recommendations.

  • Ability to interpret rules and regulations.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to lift 50 lbs. and bend repetitiously.
