Summary This position located in Organ Pipe Cactus National Monument, in the Resources and Protection Division. Responsibilities Major Duties of this position include: The incumbent serves as a commissioned Supervisory Park Ranger, responsible for the application of appropriate law enforcement strategies and techniques as a means of gaining compliance with Federal law. In addition to law enforcement duties, the incumbent is responsible for participating in the full range of all-risk operations (emergency medical services, search and rescue and wildland fire). The position functions as a first line supervisor, providing guidance and mentoring to approximately half of the Division's eight field Rangers. For more information, contact Senior Law Enforcement Officer Kyle Greene, 520-387-6849 x7201 Organ Pipe Cactus National Monument Area/Housing Information Organ Pipe Cactus National Monument is located in the Sonoran desert in Southwestern Arizona. Park headquarters is located 34 miles from Ajo, Arizona and 5 miles north of the international boundary with Mexico. Organ Pipe is a winter paradise and a surprisingly lush and green environment. Daytime temperatures typically range from the 60's in the winter to over 100 in the summer, with dramatic monsoons later in the summer. The local towns and communities provide multiple amenities and a thriving Art's community that allow families and individuals to easily adjust to living in the desert. In Ajo (population 3,500) you will find a few local restaurants and coffee shops, a grocery and hardware store, a medical clinic, multiple churches, a public library, a county park with playground, swimming pool, ball parks and community center, and an active Park and Recreation Department, a K-12 school system, and several active community organizations who sponsor events and festivals on a regular basis, including a weekly Farmers Market. Phoenix, Arizona is a one-and-a-half-hour drive north from Ajo; Tucson is a two-hour drive east from Ajo. Both cities offer a greater selection of amenities. New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty. You may be required to work on-call, evenings, weekends, holidays, and overtime. Occupancy of government quarters is required. Primary law enforcement experience: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. Specialized experience Is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: Performing law enforcement or investigative duties for the protection, conservation, use, and management of natural and/or cultural resources in park areas, which involve the application of law enforcement authorities and procedures to protect visitors and resources, as well as serve as a first-line supervisor of as designated primary law enforcement positions; directs a complex field patrol operation, leading or supervising a multi-faceted program involving resource protection and visitor management activities including search and rescue, law enforcement, and emergency medical services. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts with your application materials.. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Education Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess 10/20/2024 a valid Type II (seasonal) or higher level National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Physical demands are varied and vigorous. The incumbent is routinely required to perform physically rigorous assignments, are subject to mandatory physical fitness training and must meet medical standards for the position. The ability to life and/or carry equipment weighing over 50 pounds is required for the purpose of executing all-risk functions. Physical fitness requirements must be met on a continuing basis. Assignments often include long periods of standing, hiking, and/or climbing on uneven, steep, rough, or slippery terrain. The incumbent is required to participate in the NPS mandatory physical fitness program that equips the incumbent to perform all physical aspects of the position. Incumbent must meet the minimum level of physical fitness for wildland fire. Additionally, the incumbent must be able to fly as a passenger in light aircraft, self-sustain in the Monument's backcountry for extended periods (hike cross-country for considerable distances [i.e. miles] with a pack and contend with several thousand feet of elevation change) and accomplish work under a wide variety of extreme weather conditions. Working Conditions: As a front-line supervisor over a variety of all-risk duties that may demand both sudden and sustained physical stress, the incumbent be in superior physical and mental condition in order to safely and competently perform under emergency situations (including the subduing potentially combative subjects). Incumbent is required to work primarily outdoors. Field environments include varied terrain of the Sonoran Desert, ranging from creosote flats to rocky mountain passes. Temperatures range from 120 degrees in the summer to as low as 10 degrees in the winter. Law enforcement duties could require frequent exposure to potentially dangerous and stressful situations. Long periods of surveillance work may be required in cramped and unpleasant locations and under stressful conditions. Shift work is often required. Incumbent is required to operate motor vehicles of various types and is required to work both day and night shifts, many of which can be for prolonged periods during emergency operations. The National Park Service has determined that the duties of this position are not suitable for telework.
