Metropolitan Council Housing and Redevelopment Authority (Metro HRA) administers the federal Housing Choice Voucher program and related programs on behalf of nearly 100 suburban and rural communities throughout Anoka, Carver, and most of suburban Hennepin and Ramsey counties. Metro HRA serves low-income seniors, families, and households, as well as individuals living with disabilities.

How your work would contribute to our organization and the Twin Cities region:

The Somali Cultural Liaison/– Associate Outreach Coordinatorwill support tenant and property owner/manager outreach efforts related to the HRA's rent assistance programs with a focus on Somali language and cultural access. The primary focus of this position is to provide additional capacity and support to the Community Choice Demonstration (CCD). The CCD is a federally funded research study testing housing mobility services. The study builds upon research that shows that growing up in low-poverty neighborhoods improves children’s academic achievement and long-term chances of success and reduces intergenerational poverty. The Metro HRA and Minneapolis Public Housing Authority (MPHA) were selected as one of eight joint sites nationwide. In this role, the Somali Cultural Liaison – Associate Outreach Coordinator will review and adapt professionally translated content to serve a Somali-speaking audience for messaging and cultural competency. Content review may include written communication and/or media or other digital content. Other responsibilities may include responding to inquiries related to Metro HRA programs and assisting with public meetings, program enrollment, and/or training for Somali-speaking audiences.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

  • Enroll Somali speaking families into the CCD research study according to study protocols.

  • Host 1-2 CCD informational sessions per month in Somali language, both online and in person; attend additional informational sessions per month in English to assist Enrollment Coordinator.

  • Respond to Somali language inquiries regarding the CCD research study by email, phone and text message.

  • Review and adapt professionally translated content regarding Metro HRA programs, process, and policy to serve Somali speaking audiences.

  • Inform and consult HRA planning to reach Somali speaking audiences for special initiatives.

  • Assist in the planning, coordinating, and delivery of activities related to housing search, resident advisory meetings, tenant education, community outreach, and informational meetings.

  • Assist in the organizing and delivery of focus groups and listening sessions to Somali speaking audiences.

  • Act as the liaison to HRA issues for Somali speaking customers, providing follow-up as needed.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience conducting outreach and engagement and/or completed education (degree field of study in social services, public health, community cultural development, or related field):

  • Bachelor’s DegreeANDone (1) year of experience working in housing (PHA, CDA, HRA), OR case management experience in a social service agency.

  • Associate’s degreeANDthree (3) years of experience working in housing (PHA, CDA, HRA), OR case management experience in a social service agency.

  • High school equivalentAND five (5) years of experience working in housing (PHA, CDA, HRA), OR case management experience in a social service agency.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Experience with outreach and/or engagement of cross-cultural communities inside and outside of the workplace

  • Ability to speak, read, and write another language other than Somali and English

    What knowledge, skills, and abilities you should have:

  • Fluency, both written and oral, in Somali and English is required; fluency in another language spoken in East Africa in addition to Somali is beneficial.

  • Knowledge of working at a housing authority administering the HCV program is beneficial.

  • Knowledge of HCV or other rental assistance programs.

  • Knowledge of communication best practices for diverse consumer audiences.

  • Skills in enrolling individuals in research studies are a plus; as knowledge of informed consent and/or adhering to prescribed study protocols.

  • Skills in explaining complex topics in a concise and culturally informed manner.

  • Skills in presentation delivery to large groups both in-person and virtually using communication best practices for diverse audiences.

  • Intermediate skills in Microsoft Office - spreadsheet development, review of Word documents and tracking data, PowerPoint presentations.

  • Ability to communicate with clarity and nuance as the situation requires.

  • Ability to read and interpret documents such as department procedures, and research study protocols.

  • Ability to establish and maintain effective workplace and community relationships.

Work is performed in a standard office setting. Personal transportation is required as travel may be required between the primary work site and other work sites, as needed.
